Pour réaliser ce projet, la COI et le Conseil Départemental de La Réunion ont réuni des artistes de renom de chaque pays membre du 26 mai au 6 juin 2014 au Port. Chaque pays de la Commission s'est vu représenter par un artiste - Salim Ali Amir pour les Comores, Linzy Bacbotte pour l’île Maurice, Eusebia Fatoma pour Madagascar, Patrick Victor pour les Seychelles et Davy Sicard pour la Réunion - pour mettre sur pied l'hymne de l'Océan Indien qui unit tous les peuples de cette région à travers une chanson. La production et l'enregistrement se sont déroulés à l’Île de la Réunion.

Pour marquer cette union par un seul hymne, les artistes ont écrit collectivement un texte en cinq langues, le rythme a été choisi suivant les sonorités des îles de l'océan Indien avec des instruments typiques de chaque île comme l'accordéon, le marovan, la flûte ou encore le Kayamb.
